"Expert" is something like "leader". It's not a title that you can ever claim for yourself no matter what you might know or might have done. It's a title that others bestow on you based on their assessment of what you know and what you have done.

We have a local company in the Seattle area (http://www.cssi-inc.com) that provides basically the same service, but without the self-contained guard station - they just mount the cameras and other equipment on wood poles. I am guessing that the fancy guard station set-up adds quite a bit of cost to each installation.
Our local news media seems to think this concept is pretty cool and has done a number of television pieces on how this service is being used to combat the theft of metal and other materials from construction sites. The result is lots of free publicity for the service, which I assume has resulted in increased business.
This is a good example of how you can take what is basically off the shelve equipment and monitoring technology and package it into a "concept" that can be sold at a premium prices. (Sort of like taking a bulk commodity like coffee, roasting it until it is burnt, and then selling it for three times the regular price.)

One of my sites has something like that. Only its got a huge mass of concrete holding it down and more cameras and lights, motion sensors and speaker to yell at miscreants. Why they thought it was necessary at a sight that has guards 24/7 I have no idea.
