Is it possible to set the sign up process to be manually activated by mods or admin? I would think that this way they could do some checking prior to giving carte blanche access to post this junk.

It is (manual activation by admin), but it would cut the amount of people actually registering. After all, if you registered to write a reply to a post, and had to wait 24-72 hours... Would you bother going through with that reply?
Spam comes, we delete it. About the best that can be done, since modifications to vBulletin don't seem possible from the IT staff for this website (They're on contract, I gather).

I have though signed up and waited 24 hours to joind another forum thing so I can see both sides.

I, for one, would enjoy captcha on this system. Most of these things are bots. The human spammers are harder to detect, since they can answer any question and will say anything they want in a reg form. Bots... While bots are learning to read CAPTCHA (those "enter the number/letter combo in the box" things), not every bot can yet.
