I've taken the classes a number of times and still have most of the material (somewhere).

I don't recall an "illegal" strike area for the Baton. I do recall areas to be avoided were: Head, neck, throat, Spine, Clavicle and I believe Kidney among other. Though if the other person is using for example, a knife, anything goes. Safe targets were the nerve points in the leg and arm. Can also rack the baton across the knuckles.

I've taken all the classes, but I just wanted to brush-up before I work armed. I went on the BSIS website but I didn't find the materials we had in class.
Text book was not BSIS issued one.
It had to be approved (or meet guideline ?) by BSIS but provided by instructor (or School).

I don't have one with me either.
I don't remember but is there any "legal strike areas" ?
I think it was "Safer" or "less lethal", "Should strike" area because if it was not justifiable self-defence, anywhere is illegal and if it was justifiable self-defence, anywhere is legal depends on other party's (subject's) level of force.
    but I maybe wrong.

I think firearm laws had not changed much but I don't know when was last time you check it.

    Below maybe helpful for you.

CA. DOJ, Office of Attorney General, Bureau of Firearm.
    http://caag.state.ca.us/firearms/

in there, this page maybe useful
    http://caag.state.ca.us/firearms/forms/

    Amended
    http://caag.state.ca.us/firearms/2005bills.php

if you want to check for BSIS code,
    http://government.westlaw.com/linked...00&SPC=Timeout
From link above, click + on the left of "Title 16",
then click + on left of "Division 7"
    firearm is "Article 7"
Sorry, page wouldn't let me direct link to there.

and Penal code for Security related firearm is
    12031.(d) 3, of below.
