    Maybe it's just been my experience, but I don't really see a whole "police vs security" thing happening. Most of the the police I've spoken to have been nice, polite and respectful (the others weren't really rude, just kinda kept to themselves). Maybe it's because nowadays around here (Ottawa, Canada) most cops used to be security guards.

      What if ,up front, the renters of all rooms were told that there would be $100 surcharge for any guest in the room beyond the four allowed. Then when 30 people are found in the room, the renters, whomever they are, are charged $2600. I would bet doing that once or twice, the word would spread and people would be less likely to rent rooms for their kids.
