I personally find these things useless and just something that a suspect can grabbed onto to try and cause difficulty or harm. I have only had to wear a whistle and chain once - glad this is not a standard duty equipment - if I need a whisle, and I have never needed one, I can reach into my shirt or front pant pocket and grabbed it just as easily.
