Yep. In some places they are. For instance, our local Police Chief was a Deputy with the Sheriff's Office for 18 years before winning the election.
Little bit about our local Police Chief-
He also owns and operates Fortified Security (aka Foreskin Security as I've called it). Before becoming Chief he had his guards in a truckstop casino, similar to the one in the story above. He had some underhanded deal with the guy who was Police Chief at the time and put his guards in local Police Officer uniforms. The way he got away with this at the time is he had the Chief sign them all up as Reserve/Auxillary Officers. You'd see them walking around in their ill fitted police uniforms carrying whatever handguns they owned, .38s, 9mms, and even an occasional .22 revolver. None of them had any firearms training. Some alert citizens started asking questions when detained by these "casino cops" regarding their level of training and just who they worked for, Police or Security Company. Reporters started asking questions and poking around. It wasn't long before the Police uniforms disappeared and were replaced by the generic black 'raid' t-shirts with SECURITY across the front and back. Of course, the guards were still carrying pistols until someone asked the State Board of Security Examiners about whether Foreskin, oops, I mean Fortified was licensed to have armed SOs. The answer from the State was, "No, it is an Unarmed only company." The owner, our current Chief, was told to ensure that all his guards were not carrying firearms on duty. He was given probation. Shortly after being elected to Police Chief, the same investigative reporter from the story above did a sting and found several of the Foreskin guards walking post with guns on. The State Board was notified and the Chief was fined for not keeping a tighter reign on his wannabe types. Today I see his guards walking around the truck stop wearing yellow 3 button 'golf' type shirts with SECURITY across the back and a embroidered Security Officer patch on the left breast over the pocket. The only thing on their belts is a portable radio which they can use to call for help with since a matching radio is on the dispatch desk at the local Police Station. There's still some bit of Police image associated with the post though. Although the Police uniforms are gone there is still an old, broke down city Police car that is permantly parked right outside of the casino. The darn thing hasn't moved in 6 years. It's supposed to be some sort of deterant. Whatever.

Small town politics for the win .

There are only 3 cities/towns in Texas (last I heard) with elected police chiefs. I forget the other 2, but I know 1 for sure because i used to work at a hospital in that city.

The "Chief" of the Ennis, Texas PD is elected. In actuality, he is the Ennis City Marshal. But they call him Chief instead of Marshal. The Officers are called Police Officers instead of Deputy City Marshals, ect ect.

100 or so years ago it was common to have the city's cheif LEO elected, back when towns mostly had marshals. The cities got rid of them for the most part so they could control the police directly (several cites still have seperate Marshal's Officers, the mostly act as bailiff and serve papers for the court). Same as how Georgia sidelined the County Sheriffs with "County Police Departments".

I suspect thats how it goes "next door" in Louisiana, but I don't know. "Elected" police officials are accidents waiting to happen IMO.

I understand. Connecticut disbanded the Sheriff's Department in 2000.
