To be quite honest, I have never heard of them.

Id be wary of a no name company like them. I have never heard of them either. I for one would never buy a used vest especially for $400. You can get a brand new one in the $200-300 range if you look. Some sources are:

www.galls.com (slightly pricey but worth it)
www.qmuniforms.com (quartermaster uniforms sells Brand new vests for 200 to security [300 if you want the extended coverage])

also try chief supply as well. The problem with used vests is you don't know their history. Not many people realize that balistic vests have a shelf life (which is typically 2 years btw). The material is subject to breaking down as well - or so I'm told. Your life should be worth more than "second hand surplus" regarless of if it was issued or not.

Quick check shows the company behind it is ArmorUP, LLC in Austin, Texas.

BBB's never heard of them, which means that they haven't had a complaint filed, nor have enough people asked the BBB about them.

A few websites have links to the place, including people recommending them on Officer.com...

So when will Costco be selling these things ?

Like a 2nd hand car without log books, I would be wary about anything. I have had 2nd hand firearms used on the range for training (revolvers) but would never want to place my life in something not new from the box or unknown to be fully certified as in perfect order.
