    Shoplifting, "grab & go" crimes have been a low priority for west coast cities for awhile; the epidemic backlogged the courts and reduced jail space, so prosecutors just let it go. Not showing up for court gets your charges dropped? Awesome!

    On a side note, businesses in these jurisdictions that hire untrained "security scarecrows" are wasting their money - a uniform is no longer a deterrent. The chances of being arrested are so low that merchants might as well post prices as a "suggested donation."

      I'm aware of numerous retail chains who are leading towards just closing their door in SF.

          Businesses in downtown Seattle are moving out or not returning, despite the rosy picture the Chamber of Commerce and the mayor are desperately trying to paint. The prominent local drugstore chain that's had a store downtown for decades is pulling out - too dangerous for their employees.
