Don't think there is any good answer as I am security and sometimes when needed LP. Our field is brushed with a pretty broad brush. Many layers of both for a definitive answer. LP probably has better training than your garden variety O & R security officer. The LPO is likely to detain, arrest, and use force if necessary. Since his employer doesn't want to get his six sued off, he will want a trained officer on staff.
