The report covers a layered approach of disaster plans, public education and security inspections etc. Seems simple to those in the field doesn't it!

While I rarely work in a purely retail environment, I have spent enough time in malls to know that while some of their recommendations make sense, they are not feasible as mentioned in the report. They are talking about elevating the security at a mall almost to that of an airport (which I do have experience with).

The only way that this level of security will be implemented is if all malls are required to adopt these countermeasures, otherwise those that do will be at a huge competitive disadvantage- something that no mall owner wants!

These reports can not be the perfect answer for all, you are right, which is good for the risk assessment inspectors / consultant business. It is good that some ideas can be floated out there and hopefully help a bit to the end cause of increased security and awareness.
