I agree that it depends on the industry. Action verbs are better than the passive tense. As far as addresses go, I'm not sure - I can only say that I've gotten more responses when I've put a physical address on my resume rather than just a city or a P.O. box.
Skills are a tough one - for an entry level position that says what they want, I'd include them, even if it is just Word or Excel. For a supervisory or upper level position I'd leave out the basics and focus on specific experience (guard tracking programs, access systems, etc.).
