    The Director of Security and Emergency Management provides campus leadership to and is responsible for setting the overall tone for campus security and personal safety and for making sure that contemporary standards and best practices are maintained. The Director is the designated reporter, publishing the annual security report and ensuring compliance with required reporting to the Department of Education for the Clery Act, VAWA and Title IX.

    The Director reports to the Vice President and Treasurer and works collaboratively with other senior administrators, all departments, student leaders and faculty and staff.

    This is a full-time position. Start Date: As soon as possible.

    1) Plan, organize, direct and evaluate all activities of the Department of Security Services, ensuring compliance with all laws and local ordinances as well as adherence to departmental and College policies and procedures.

    2) Lead the College’s emergency planning efforts by a) updating and maintaining the Emergency Operation Plan, b) working with constituent groups to rehearse and train on the Emergency Operations Plan procedures and guidelines, c) take an appropriate role as commander or liaison during campus emergency events, d) collaborate with ITS to specify, manage and test the Campus Emergency Notification System

    3) Provide oversight and collaborative participation with other campus offices regarding planning and execution of large scale campus events, including but not limited to Commencement, Reunion, athletic events and Student Activities events.

    4) Analyze statistical data pertaining to criminal activity and risk assessment, and implement programs and procedures to resolve any issues. Assure that all reports, case files and other requisite records, including statistical data, are accurately maintained and reported as required by state, local and federal laws and regulations.

    5) Ensure all criminal incidents that occur on Carleton property are investigated and reported in a timely fashion, and when needed, that incidents are referred to the appropriate internal team/department and/or reported to the appropriate law enforcement agency.

    6) Assist with the planning, development, oversight and maintenance of physical security systems (e.g. electronic access control, intrusion detection systems, CCTV, etc.).

    7) Maintain a positive working relationship and effective liaison with local law enforcement agencies (i.e. Northfield Police and Fire Departments, Rice and Dakota County Sheriff Departments, Minnesota Highway Patrol), local Emergency Management officials, Rice County and Northfield City Attorney Offices and other community organizations.

    8) Develop, monitor, and manage the operating budgets for Security Services.

    9) Help to develop and lead campus-wide educational programs on current campus safety. and security issues, providing awareness and prevention communications, and appropriate training.

    10) Oversee and maintain an effective parking enforcement program.

    11) Chair the Campus Safety Committee.
    o Degree in emergency management, law enforcement or related field.
    o 5+ years of progressive experience in public safety/security management with demonstrated administrative and supervisory skills.
    o Experience in establishing and implementing public safety training programs.
    o Demonstrated knowledge of safety/security and legal issues impacting higher education, federal crime reporting and fire safety reporting.
    o EMT, Minnesota First Responder or Advanced First Aid training.
    o Excellent listening, oral and written communication skills.
    o Demonstrated ability to understand and appreciate current student issues.
    o Demonstrated ability to be diplomatic and to employ good judgment at all times.
    o Demonstrated experience and ability at working with a diverse student population, and inclusive practices.
    o Demonstrated ability to assure that the highest standards of confidentiality, discretion and fairness are maintained.
    o Proven ability to think critically and act logically under pressure, to evaluate critical situations, solve problems, and make decisions.
    o Valid driver’s license and ability to be insured by the college.

    Physical demands or Working Environment requirements:
    Repetitive lifting of light weight objects (10-15 lbs.), frequent bending or stooping with activities. Work involves high risks with exposure to potentially dangerous situations, unusual environmental issues that require a range of safety and other precautions.

    This position generally works campus office hours of 8 am to 5 pm, Monday through Friday, with weekend and evening event hours as needed. This position will be on-call regarding significant campus emergency issues.
    o Professional Certification (CPP, PCI, PSP)
    o Prior experience in a college/university setting
    o Clery Compliance Officer Certification training through the National Association of Clery Compliance Officers and Professionals (NACOPP)
