    State Program Admin Supervisor - Safety & Health Option (Classified MMA) Responsibilities:


    This position exists to plan, implement, promote, lead, manage, coordinate, monitor and evaluate Hennepin Technical College’s Safety, Security, Environmental and Health Services programs; to ensure the health and safety of employees, students, guests, and contractors; to minimize worker’s compensation risk; and to maintain compliance with Federal, State and Local regulations. This position will support the diversity goals of the college. This position rotates between the Brooklyn Park/Eden Prairie campuses.

    Specific duties include:

    Direct College Security Programs
    • Respond to and report emergency calls or situations
    • Develop, direct and supervise all campus crime prevention initiatives for the purposes of promoting campus crime prevention awareness
    • Act as liaison for college administration and local law enforcement personnel for allegations of criminal activity, oversee all investigations on campus, and coordinate investigations with local, state, and federal law enforcement agencies.
    • Ensure compliance with legislation regarding security operations, including the Jeanne Clery Act, Campus Crime Security Act, Campus SAVE Act, Federal Drug-Free Schools Act, Omnibus Anti-Crime Act, etc.
    • Manage and enhance the campus surveillance camera network, including site assessments, installations, monitoring and maintenance. Enhance system to include remote access by local law enforcement and the establishment of a campus command center in case of a significant security incident.

    Direct College Safety Programs
    • Plan, develop and implement college-wide safety training/programs (by mandate or request).
    • Serve as the Occupational Safety and Health Officer for the campus by maintaining compliance with current OSHA regulations. Research, interpret, advise and implement Environmental Health and Safety laws and policies set forth by local, state and federal regulations as they apply to college operations and academic programs.
    • Develop, administer and maintain the Hennepin Technical College (HTC) Emergency Operations Plan, Continuity of Operations Plan and related Annexes/Appendices. Serve as the Incident Response Coordinator for all disasters requiring enactment of these plans.
    • Coordinate with Minnesota State Public Safety & Compliance to insure best practices and identify system wide compliance resources/tools

    Supervise Campus Security Officers and Contracted Security Workers
    • Hire, train, schedule, assign work tasks, supervise and direct a team of high-performing security

    NOTE: Hours are Monday through Friday 7:00 AM to 3:30 PM NOTE: HTC is closed on Fridays in the summer (May 16-August 7). During this time, this position would work 4 – 10 hour days Monday through Thursday.

    NOTE: Must be available to work evening and weekend hours and able to travel between campuses and to off-site locations.

    PLEASE NOTE: To be qualified for this position, you must meet all of the following Minimum Qualifications. Ensure that your resume contains descriptions of your work experiences sufficient for comparison against the requirements stated below. Minimum Qualifications:
    • First Aid, CPR and AED Certifications
    • A Bachelor’s degree in criminal justice or law enforcement with two years of security-related work experience; OR
    • A Bachelor's degree in Industrial Safety, plus 6 months of professional experience in one or a combination of areas A-D listed below; OR
    • An Associate degree in Industrial Safety (or an Occupational Safety and Health Technician certificate from the American Industrial Hygiene Association and the American Society of Safety Engineers), plus 12 months of professional experience in one or a combination of areas A-D listed below; OR
    • 18 months of professional experience in one or a combination of areas A-E listed below.

    If you meet this requirement, attach a description of your qualifications in each of the following areas:

    A. Experience in planning, establishing, monitoring, and auditing accident investigation, injury prevention, and safety programs, including any involvement in job safety analysis, industrial hygiene, safety training, safety/health engineering, and developing and implementing "Right-to-Know" programs.

    B. Experience in workers compensation case management, return-to-work activities, and establishment of cost control priorities and objectives. Identify number of cases you handled at any given time.

    C. Experience and/or training in planning, inspecting, and reporting for compliance with state and federal Occupational Safety and Health regulations.

    D. Experience in developing written policies, procedures, or manuals relating to one or more of the four preceding factors. Provide a copy of a policy, procedure, manual, etc., you have written to show evidence of your experience/ability to write effectively.

    E. Experience with federal criminal/civil law practices, including Orders for Protection, Harassment Orders, City and County ordinances, Student Right-To-Know campus Security Act, Campus Security Authority and the Omnibus Anti-Crime Act. Experience in advanced investigative procedures, surveillance, detection, emergency/disaster planning, investigations, law enforcement organizations, security personnel management and organizational management principles. Preferred Qualifications:
    • Supervisory Experience
    • Emergency Medical Technician or First Responder Certifications
    • One year experience in security processes and procedures
    • Able to lift/carry/push/pull up to 50 pounds with or without reasonable accommodation
