IIRC the EBT cards are pretty generic and same type of card is used for Unemployment with here in CA means you can easily have $2000 or more ($450/week) on any given card, so someone buying $1000 worth of "Food stamp" items shouldn't be a 'cause of action', even if you suddenly have 200 of them in a line.
As a high profile retail outfit, I'd be EXTRA careful about refusing service on unproven assumptions.
Should the Govt tell all these 'super shoppers' they just spent their future benefits and if those 20 gallons of ice cream melt and they got no money it is 'tough luck'? Yes.

I guess this would be opposite of "loss prevention" at Walmart.
