Default Best plan of action for Access Control System?

I'm looking for some pros and cons of hiring a contractor as opposed to hiring staff to maintain a card access program. This includes installation, maintenance, software upgrades and testing. Any thoughts from those that have already done this? The building is basically two stories and sits on a four city block footprint. It includes a large garage and maintenance area.

When we had Kaba Ilco 790 RFID locks installed throughout my downtown hotel, I with the help of a Maintenance man took the old 760 Kaba Ilco mag-stripe locks & installed them in another of our hotels.

As for the operating of the RFID system I do the programming, repairs, issueing of staff keys etc. I do this during my regular working hours. This is a 500 room hotel. The people at our other 2 hotels call me for instructions when they have work to do at those hotels. All in all it only makes up about 20% of my work.
I enforce rules and regulations, not laws.

In my world when we install an access control system we train selected onsite employees to program and maintain databases. Troubleshooting usually a technician or selected employees attend manufacturer training.
I tried being reasonable, I didn't like it.
