Came across this article in Defense Research while doing some other research. We (the US) do this too, and its always bugged me. When it comes to national defense, I think everything should "made in America" (or in this case, "Made in Canada"), or certain items allowed by only trusted long-time allies.

I just watched a TV show recently that showed the Canadians to have one of the BETTER battle tanks in the world. If the parts were made elsewhere they still have to be assembled to make the final product.
Not sure I understand the context of the word "offset"
I agree with keeping the manufacturing "at home" but I guess that requires a commitment. Company managers I would think
are still including picking a "low bidder" as part of their operation.
