I would like to keep it under $100 if possible. I will go a little higher within reason

I was thinking of this one, has name brand components and goes "all black" with black collar.
$89
I think one version has elastic cuffs/waist and the other has snaps/buttons.

Galls.com has many affordable refelective coats. Decent quality to
