I am wondering if security consultants need a state-issued private-security license or a surety bond to operate in PA?
Specifically, for residential contracts.

Define "Security Consultant" - there are many types of security consultants. Explain exactly what kind of security consulting you are talking about so you can get an accurate answer.

Performing thorough Residential Vulnerability Assessments that cover property crimes, fire, and potentially poisonous gases. Then providing individual safety & security plans for each client based on findings. Also, offering an asset inventory service in case a disaster would occur.

I would think you would need to be licensed and provide insurance to conduct residential assessments.
As for me, I'm an independent security management consultant, meaning I am not affiliated with nor do I sell any security products. My clients are commercial establishments and I conduct security assessments and of 50 states, I'm only required to be licensed in 3 of them.
