In my experience the regular all-year-round working officers can be just as lacking in motivation and skills as the summer boys and girls.
In the company that I work for the use of summer workers is the same as in Polardeer's one. Although one of my evening sites has a regular university student as a summer worker there who always shows up during the summers and has done his job well enough to be re-hired every summer. I had him in training shifts a few weeks ago, and things have been running smoothly there from what I've heard.
As far as I've understood the policy has been that if the said summer worker has done his or her job well enough, then he or she will be re-hired for additional duties either during the next summer or if needed, on a temporary contract for other parts of the year.
Generally speaking the quality of summer workers can be just as uncertain the quality of the regulars once they start their employment. Luckily the company I work for has the tendency at least in this "division" to use the same summer workers from year to year if they've done their job well enough in the past.

what sort of "Security" could there be need for in Finland?
