Was this happening in the Toronto area? I recived a bulliten from the CO-op policing program about this last month.

I have been hearing of this scam. Hard for me to give any advice, I would just keep hounding untill they give in to you request lol

Luke, Curtis has pegged this one! My first action would be to contact the Crime Prevention unit of your police department and lay it out for them. Fill in the "Ws" and the how. Don't forget to document everything, and Luke, I mean everything. Write it in clear and easy to read and comprehend wording. Write it like you're describing baked ham in such a fashion they can smell it. I have another analogy frequently used, but we'll leave it there.

How did you find out the cars were rentals?

Some companies/supervisors are gun shy about "calling wolf" and not really understanding or believing how big a shoplifting case can become. If your company refuses to allow to you call police for whatever reason then continue below:

Also, if your company isn't interested in ORC, have you been in contact with the LP of your competitors? The world of LP has lately been going above and beyond competition with each other and have been working well as a team. I would suggest making initial contact with other stores in your area and ask among the larger ones if their ORC is aware of the problem and if they want to share info. They may already have an in with LEO's at state or federal level depending on this case.

This also gets your foot in the door with the other retailers who do investigate and pursue ORC as a viable and thorough investigator so when they are looking to fill their staffing needs they know you. It also helps get your superiors to accept and understand the ORC effects on your company and the big picture and how important it is to investigate fully.

Have you had any formal interrogation training? And, what are the ORC laws in your area?

Your next step would be to catch one of these guys (are they using the same people?) which should be easy since your getting all your homework done and it's just a matter of time before a clear pattern develops) and using the info you have to interrogate at least some partial confession. THEN, when you arrest one shoplifting, and hopefully have a partial confession, you take the responding officer to the side and explain to him that this shoplifter is part of a much bigger organization and you need a detective to take this case over. Share your complete case file with the detective and let them take over. This way you break the case, get the info to police, and don't violate your company policy or paranoia of your superiors because you were just providing police with the information related to the arrest, "I established a pattern over the past ... with the group so I knew one would be in today, which I recognized from prior observations and investigation...blah blah blah.":D
