Has anyone worked with a camera that they would recommend that falls under the above specs?

IP cams aren't that specific yet, I would get your favorite analog cam and a single channel incoder/decoder for your network...

Or go with a box camera and a good housing. Panasonic has some decent dome cameras with low light ratings if weatherproofing and tamper resistance is what you need.

Or a good IP fixed dome. But you'll probably have to put a seperate illuminator on it.
