NYCD, Inc. started on November 9th. 2005 as the Suffolk Constabulary in Suffolk County, NY. The Soffolk Constabulary only had 2 Commader N Chief Constables(CNC)at the time. We only did neighborhood patrol, and security at the time. Two months later we changed the name to the Suffolk County Constable Department. As we started to branch out we patroled NYC as well as Suffolk County, so we again changed the name of the company to New York Constable Department(NYCD)and patroled the New York Metropolitan Area. Later that year NYCD expanded across the United States and the CNCs decided on a name change and to create city based departments called Surveillance departments. There are surveillance departments in many big cities in the USA.
Some surveillance departments in the USA are
NYSD, New York Surveillance Department
Jersey City Surveillance
Newark Surveillance
Yonkers Surveillance
LASD, Los Angeles Surveillance Department
CAS, Capital Area Surveillance(Washington D.C.)
Stamford Surveillance
SDS,San Diego Surveillance ,
Philidelphia Surveillance Department
KCS, Kansas City Surveillance
Overseas Surveillance Departments....
London Metropolitan Surveillance(UK)
SSS, Sydney Surveillance Services(Austrailia)
SDS, Santo Domingo Surveillance(Dominican Republic''my country of origin'')
TSS, Toronto Surveillance Services(Canada)
Tijuana Surveillance( Mexico)
and pending services in Puerto Rico are yet to be determined. NYCD, Inc. oversees all the surveillance departments. there are currently only four high commander n chiefs of NYCD, Inc. and each CNC of each surveillance department is considered an assistant commander n chief constable of NYCD, Inc. We may have SDs an a lot of places but we still struggle financialy and use mostly unmarked units.

My borough of Montreal (Verdun) has a "Surveillance de Territoire". They enforce city & borough by-laws & act as eyes & ears for the police.

Is your organization a private company, or some sort of government group.
It seems like a private group would establish a foothold location, have it flourish, and then move on to other area's.

Yes, its a private organization. Its headquarters is in New York, but is spead out all over the US as well as some places in some other countries.

Reading that this guy is a real tool. I could not help but take this entire department as a joke. Plus I have never heard of a New york state contsable.OOOO also all the acronyms in that there that can be mistaken for a police depatment or city agency. i am surprised they havent been shut down yet.

My BS meter just peaked. Constables in New York State are law enforcement officers, and NYS Peace Officers. If these guys call themselves "Constables" in NYS, especially NYC, then they've got more problems than looking like a fool on the internet.
Impersonating a Peace Officer, for starters.
...
Ok, I got bored. I admit it. So, I went to the myspace. He's got the company name NYCD, Incorporated, right? Not in New York State. NYCD, Inc is a Media Distribution and Mastering firm. NYCD.com, folks.
Obviously, this CD manufacturing company doesn't have guard permits, or PI permits. Even if our boy N-TWEEZY incorporated outside of NYS, he isn't licensed to provide services in the State of New York. Let alone NYC itself.
Plz do check out the pictures. They're kinda funny.
Normally, I would close this thread with a lock, simply because this fiction is way too silly to continue, but we all know I can't do that.

Either all this is a stupid joke, or Mr. "Commander-N-Chief Constable" is for real at which point this becomes a serious matter for New York Law Enforcement.

N-Tweezy,
I apologize for interrupting play time, but I feel it's time for you to stop huffing paint fumes and go back to impressing your myspace friends with airsoft guns and matchbox cars.

Nice weapon, what brand of airsoft gun is that?

I wish my "headquarters" consisted of various toy cars and helicopters. When I grow up, I wanna be just like you...
Seriously though, go back to impressing your myspace friends. If it gets you a "piece of the cookie" at night, then more power to ya. Also, next time I see you... can I get fries with my value meal? Thanks!

First of all that's not an airsoft gun, second of all, the myspace I created is just something I put together for kicks and giggles, third I'd NEVER IMPERSONATE A POLICE/SECURITY OFFICER!!!!!!!!!!!!!!!! for those of you who never heard of the company, I'm sorry for you. oh, and when I started the company I NEVER heard of a compact disk company of the same name until now!!!!!!! How dare you slander me and my company! I mean no harm to no one here. All I ask is for a little support and help from other officials here so I could better my business. And the ''toy'' setup is what I do on my spare time. I like to model my cars and such. Again, I'm not playing childrens games here, if you feel offended, I opalogise. the tactics wepons, MTA, and Special Handling was an idea thought up by my brother, who set up that myspace for me. There is no such thing as a Tactics Weapon Team, MTA, or Special Theft Handling. Its not easy running a business, and I'm not about to let some fool, try to shut it down, but I tell you what, since I looked up that music cd company up after I red the reply, I'm ordering a meeting with the other leaders for a name change ASAP! I need to think of a new name for it.

Mr. Valentino,
I'm going to give you the benefit of the doubt, something that I rarely do. Mainly because it amuses me to do so. Therefore, I'm going to assume that you are simply an uniformed wannabe, and not someone who is bored and attempting to troll the forums. Either way, playing internet detective is fun for me, and something that I am sure my Commando Force is apt to catch onto.
As I said, I am going to assume that you are simply an uninformed person. We will forget the fact that calling yourself a Constable is most likely a violation of NYS law. We will forget the fact that you have a myspace page where you are all thugged out like Shaft with your Glock and your Constable badge.
What we will do is assume, for now, that you wish to turn this around. I will also assume as you are the 1st Commander N Chief Constable, that you hold some position of power of your company. So, it is up to you to do these things. Failure to comply will inevitably result on someone calling the NYPD and State Tax Office, who will bend over backwards to make your life a living hell, because it is their job and their pleasure to do so.
The first thing you should do, Mr. Valentino, is to find out how much money you have. The State of New York says that you do not have a company called NYCD, Inc. The State of New York says that the only NYCD Corporation in all of New York are the people I pointed out. This isn't a matter of, "I didn't know they had my name," this is a matter of: Your firm is not a corporation, it was never incorporated in New York, nor was it registered as a foreign corporation with the ability to do business in New York. For all intents and purposes, you are operating as yourself, and are personally liable for every claim you make.
After you have determined how much money you have, realize that there is a real risk to your personal assets by going down this road. Ignoring the risk to your freedom due to criminal violations... The federal or state government may decide that they need to investigate your "business transactions."
So, that brings us to what you need to do, and quickly. The first thing is to choose a company name. One that, perferably, does not have words which are by their very definition illegal for you to use, such as "Police," "Constable," or "Sheriff." "Trooper" will also most likely be illegal.
Once you have this company name, and a sum of money, you will go to the New York Secretary of State's website, and you will search Corporations and UCC Filings to see if the name is taken. If it is, you cannot use it. If it is not, then you will incorporate under this name. I strongly suggest reading about what a Corporation, an LLC, a Sole Proprietorship, and a LLP is, and deciding what you want to be.
After that, you will need to go to the Secretary of State's website again, and find out how much a PI license is for your firm, and for you. If you wish to provide security services, (guarding things), then you will need a Security Guard License for every employee, and a Security license for your company. (Someone in NYS can tell me if they license companies? I know they license guards.)
You aren't done by a long shot. You will need to get a TIN, from the IRS. If you self-file your corporation, you will be responsible for setting up the following items. Each of these costs money, and will keep on costing money:
* Worker's Compensation Insurance Policy
* State Worker's Compensation Insurance Registration
* State Unemployment Insurance Registration
* Unemployment Insurance Policy
* Federal Employer Identification Number from IRS.gov
* State Wage Withholding Tax Account - NYS
* Corporate Bank Account
I haven't even begun to start that list. I'm sure the other business owners here know exactly what kind of insanity I'm proposing you do, seeing as how we've all done it.
After this, you will need marketing material, so that you have something that can be given out to people who would like to know more about your company. This will range anywhere from 50-2000 dollars. I know, because my firm makes marketing material for security companies, among other things.
After this, you can begin to actually get clients.
-=+=-
Woe be unto you if you say you already have clients, as they are contracting with an unlicensed (We can check that over the internet, isn't the internet great? You have no PI or SG license for NYCD, Inc.) sole proprietor who most likely does not have insurance (why would they give you insurance without a license?), worker's compensation (Man when they find out you're gonna pay out the ass in back worker's comp tax), or unemployment insurance tax (Remember out the ass? This comes out the other end.)
Your "Hot-Line Phone Number" is a Verizon Wireless cell phone in New York. This is further evidence that someone from the government can use to find you complicit in impersonation and other evasion charges.
In closing, Mr. ... I have forgotten your name already... Anyway... Playing children's games is fun and all, but doing it on the internet where no page can ever truly be erased is a dangerous game indeed. You have posted information on a website that is so pro-law enforcement that they give out personal information on account holders on mere request, no warrant is ever needed. (That would be MySpace, a Fox company.)
Good Day.

I'm going to look in to that, I don't want to break any laws, so out of true respect to the law and myself and others, I'm going to close the company until I get a license and everything straight. I don't get a lot of people that want to talk to me about the security company, and I don't have clients. I want to do things right, thanks for helping me. I appreciate all the help.

Yea, you do that...
I don't want to break any laws
Too late...
I'm going to close the company until I get a license and everything straight
Yes, you really should box up the toy cars and helicopters. Actually, I suggest selling them in a garage sale.
I don't get a lot of people that want to talk to me about the security company
I don't get a lot of people who like to talk about candyland, and you and your company are on roughly the same level.
I don't have clients
But, I thought you were international?! Surely, the cost for model buildings and toy cars cannot be that bad! Most clients would love to have their property patrolled by toy helicopters.
I want to do things right
Your first step in the right direction is going away.

Where my wife worked once we had a clown running a site security company without any insurance, no business security company licence, a 20 year old hand painted car and bad attitude. I went to collect her 1 night and walked in on this idiot yelling at her to hurry up and leave the building. I asked him who he was (no uniform) and he abuses me before flashing a badge and saying "you don't need to know who I am". Being a company owner then I asked him a 3rd time and he refused to speak to me. I then called the police advising of a gun-toting wanker who we found out later was not licenced, the gun was illegal and the badge was a copy of a police badge.
Get it right first time and get it right always - because you only get 1 chance !!

Ok I just had a quick meeting with a colleague who insisted on viewing the MySpace page of the OP and he has been laughing at the Shaft Look-a-like picture. Any seasoned professional would know you never hold a weapon with your finger on the trigger unless you are ready to shoot - except for Hollywood style shooting styles. This company is alleged to have been operating for 2 years now and yet things do not add up - as advised in earlier posts. Now I know why the general public often has a negative attitude towards our industry with situations like this around the globe.

So, you're either a 20 y/o 'private constable' for a security surveillance company in NYC with global offices, that you also happen to run, or you're a 20 y/o kid with too much time on his hands, unrestricted internet access and a collection of Hot Wheels diecast police cars.

Ironic how I could not find any listings in Sydney, Australia for this company and I have a paid search engine site for the government database. Interesting to also read how the term Constable is flaunted around the site but of course ................... this again appears to be highly illegal in the USA as well as around the globe .............. perhaps we have our solution for turning desert into lush fields with the BS coming from this pretend company ?

12-06-2007, 05:10 AM
well whats more interesting is the supposed company, if he recieved any checks for services they would be asking for a company indentifaction number for payroll purposes on their end, (i.e. Property management firm cuts check to security firm) whom then would be required to pay self or employees in form of a payroll check, which would require irs tax numbers, federal tax numbers, local tax numbers, all of which we know he doesnt have, it would also require you to have a payroll adminstrator which i am sure some one at 20 years of age does not know accounting or the varouis fees and deductions required....
I have not yet started my business but am still in the research,education,planning/prepartion phase and let me tell you there is ALOT TO LEARN, you cant just start up overnight and call your self such and such company, unless your intent is to take money and flight... knowing such is criminal. you will always be looked upon with a sore eye. perhapse some one should call mommy and tell her play time is over give stylez a nap ?

Where my wife worked, there was a security firm who did patrols of the business estate. She would cut a cheque every month to pay him for his services and she asked about a company security licence and he would ignore her or just show off his company name rego. She asked me of course and I asked her he must display a company licence number on all correspondence. It appeared he had a personal licence, company registration and insurance but nothing else and was flaunting the laws saying he had no English skils. Her employer cut their ties with him when this came to light and another firm was found by the facilities company. Police charged him for breaching our security company laws and he lost everything for a $300 a year licence.

Bottom line: it takes more than wanting to be a security company to be a security company.
It's like the alarm industry- any retard who can remember "righty tighty, left loosey" and isn't color-blind calls themselves alarm installers. The colorblind ones, of course, are electricians.
