Have been looking for career in Homeland Security and have been drawing "blanks" based upon $$$$$$$. Had numerous interview with companies like SAIC whom promised great things, but was again left at the Alter? Will keep pluggin' away but have experienced severe disappointments at larger Homeland Security companies with "deep" pockets. Still cannot understand? Can someone enlighten me?

Stay positive. It does not look like your resume is a problem, it got you in for an interview. Go through all your steps in your head and see if something doesn't present it's self.
